In accordance with the Industrial Group Act, the Association is established with 27 directors and 9 supervisors, all of whom are elected separately by member representatives at the general assembly through a secret cumulative voting system. The Board of Directors includes 9 standing directors, who are elected by and from among the directors through a secret cumulative voting system at a board meeting. From among the elected standing directors, the directors elect one Chairperson by secret single non-transferable vote. In addition, two Vice Chairpersons are appointed or recommended by the Chairperson and approved by resolution of the Board of Directors. The Board of Supervisors includes 3 standing supervisors, who are elected by and from among the supervisors through a secret cumulative voting system at a supervisors' meeting. One Convener of the Board of Supervisors is selected by mutual recommendation among the standing supervisors. The term of office for both directors and supervisors is three years. For consecutive re-elections, the number serving consecutive terms may not exceed one half of the total. The Chairperson may serve only one consecutive term.

Under the Association are three major committees: the Committee on Association Affairs Development, the Coatings Technology Committee, and the Environmental Protection and Industrial Safety Promotion Committee.

The Association has also established a Research, Development and Testing Laboratory to conduct coating inspection and testing services.

Mission and Functions

Raise quality, safeguard the reputation of paint manufacturers and protect consumer rights.

Protect the lawful rights and interests of members.

Assist in, implement, research and make recommendations on government economic policies and industrial laws and regulations.

Handle matters required under the various laws and regulations.

Accept services entrusted by government agencies, organizations or members.

Participate in various social movements.

Provide services relating to the application for, alteration and renewal of members' licences and certificates, and the certification of membership status.

Mediate disputes among peer enterprises and assist in the mediation of labour-management disputes.

Assist the Bureau of Standards, Metrology and Inspection, MOEA, in establishing and revising national standards for coatings.

Operate the Association's Research, Development and Testing Laboratory for paint testing services, and carry out, on commission from the Bureau of Standards, Metrology and Inspection, the inspection of paint products subject to mandatory inspection and the sampling and testing of CNS-marked paint products.

Assist members in applying for the CNS Mark, the Green Mark and the Green Building Material Label for coatings (including the Healthy Green Building Material Label and the energy-saving coatings category of high-performance energy-saving green building materials).
Certification marks the Association helps members obtain
CNS Mark (正字標記)
Applications are made to the Bureau of Standards, Metrology and Inspection. A product bearing the CNS Mark is certified to comply with CNS standards and must be sample-tested every year so that its quality remains under supervision. Products granted the mark must display the CNS Mark symbol and the certificate number on their packaging.
Green Mark (環保標章)
Applications are made to the Environmental Protection Administration. Products must meet the control limits laid down in the specification standards for building-material coatings, which regulate the limit values of about 14 hazardous substances. Products granted the Green Mark must display the mark on their packaging together with the words "low pollution".
Green Building Material Label (綠建材標章)
Applications are made to the Taiwan Architecture & Building Center. Coatings fall under healthy green building materials. Product quality must first comply with CNS standards, must meet the restricted substances set out in the general assessment requirements and criteria for green building materials, and must also meet the TVOC and formaldehyde emission-rate limits prescribed for the Healthy Green Building Material Label before the label can be granted. An energy-saving coatings category has recently been introduced under high-performance energy-saving green building materials: besides CNS compliance and the restricted substances under the general green building material rules, such products must meet the prescribed solar reflectance and SRI values and satisfy weathering requirements.
